The General Office of Restoration (GOR) is the governing body on the planet Ishtar, established in the aftermath of the devastating [[System War]] that spanned three centuries. The GOR was initially set up as a ceremonial government by the [[Locations|Core Planets]], Ysldara and Arukh, to facilitate the reconstruction of [[Locations|Ishtar]] and to manage the planet’s external affairs.

Following the end of the [[System War]], Ishtar was left in a state of ruin. Amidst the chaos, the Core Planets instituted the GOR to oversee the recovery efforts on Ishtar. The GOR’s mandate included rebuilding infrastructure, re-establishing communication networks, and maintaining order as Ishtar grappled with the presence of [[Razak]]—beasts and monsters left over from the war.
